Underfunded and understaffed, the U.S. Agency for International Development is a shadow of its former self. "Arrested Development: Shortchanging Foreign Aid," airing Sunday, January 3 at 10 p.m. on AM 1370/FM-HD91.5-2, visits Afghanistan, where the military has taken the lead on development work, and Ethiopia, where decades of American assistance has borne little fruit.
